Comprehensive urban design strategy for the maturation of megalopolis in the global age: Reinvention of public spaces in New York under Mayor Bloomberg’s administration since 2002
Background
In the age of global intercity competition, enhancing of the quality of public space has been recognized as one of the important issues for increasing social, cultural and economic vitality of city. The City of New York is attaching many business person and tourist as well as residents by the aggressive reinvention of public spaces under the leadership of Mayor Bloomberg. Many related departments of the City of New York including the Department of Planning, the Department of City Planning, the Department of Parks & Recreation, the Department of Transportation, the Department of Design & Construction, the Department of Health and Mental Hygiene and the Public Design Commission are restructuring their framework and collaborating with each other under the comprehensive strategy PlaNYC. In addition, many related NPO, advocacies and community organizations are collaborating with related governmental organizations and other public and private organizations for the common goal. It shows a high reputation for their achievements that the City of New York and its Mayor Bloomberg won the the Lee Kuan Yew World City Prize 2012, which is a biennial international award that honors outstanding contributions towards the creation of vibrant, livable and sustainable urban communities around the world.
Objective
In this research, I examine how the comprehensive urban design strategy has been formed and clarify the current status of visions, systems, actions and results of urban design for enhancing the quality of public spaces and public lives by interviews with related organizations and field works in the sites.

グローバル社会における総合的都市デザイン戦略とそのガバナンス
ニューヨーク市ブルームバーグ市政下（2002-）における取り組みを対象として
世界の都市間競争が激しさを増す中、公共空間を中心とする都市空間の質の向上は、その都市の活力を下支えする重要な施策として認識されるようになっている。世界の各地で公共空間の再生、創造が進んでいる。ニューヨーク市は2002年にブルームバーグ氏が市長に就任して以来、2001年の9.11の悲劇からの復旧・復興に留まらず、サスティナブル・デザイン、ユニバーサル・デザイン、そして人々の健康を重視したアクティブ・デザインといった基本コンセプトのもとで、人間のための公共空間の恢復、創造を積極的に推進し、都市の魅力を大いに磨き、世界中からのビジネスパーソンやツーリストをひきつけている。ブルームバーグ市長のリーダーシップのもと、都市計画局、交通局、公園・レクリエーション局、建設局、福祉局等の各部署における体制の改革に加えて、公共空間の質の向上のための各種プログラムを提供するＮＰＯやアドヴォカシー団体、職能団体等が密接に連携しあいながら、総合的に都市デザインが展開されている。その成果は、例えば世界の都市を対象として、魅力的で活気があり、サスティナブルな都市づくりへの功績に対して贈られる「The Lee Kuan Yew World City Prize」を2012年3月に受賞したことからも分かるように、広く認知されつつある。本研究では、2002年以降のニューヨーク市のこうした取り組みを、グローバル社会もしくは成熟社会における総合的都市デザイン戦略の先進事例として捉え、その特徴を主に公民連携のガバナンスの観点から分析することを目的とする。
